If there was one thing Jack had learned to recognize both in his years as a policeman and from his time in the War, it was when a man was drunk. Further, he didn't recognize the fellow, and it was check-in day... so most likely, he was a new arrival either getting a good start on the traditional response to arrival at the in, or already in that state upon arrival.
